Rochester offers a full variety of arts and entertainment to residents and visitors. Rochester is home to a unique Opera House, sitting atop City Hall that was designed by noted Boston architect and NH native George Gilman
Adams. The Rochester Opera House opened to the public in 1908. Boasting magnificent architectural details, the theater's most notable feature was its unique mechanical floor which lifted for stage performances and lowered
flat for dances, sports and civic functions.

Unique assets of the Opera House include being listed on the National Register for Historic Places, having the only known surviving moveable floor, superlative acoustics, horseshoe balcony, proscenium stage, large rehearsal/staging area, dressing rooms, handicapped access, and seating for 900.

The Rochester Opera House houses professional touring theater and entertainment, local theater and cultural events and varied community activities for adults and children.
In addition, Rochester Recreation & Youth Services hosts a Summer Arts Festival with some outdoor concerts at the Rochester Commons and Rochester Main Street presents the Factory Court Brown Bag Concert series in downtown Rochester each week throughout the summer months.
Local restaurants including the Spaulding Steak & Ale at The Governor's Inn presents a outdoor Summer Music series featuring a wide array of musicians and musical entertainment.

Rochester is proud to have an active Arts and Culture Commission to implement the Arts and Cultural Resources Master Plan by:
Encouraging public appreciation of the vital contribution of the arts and culture to the community’s quality of life;
Promoting community engagement with the arts and culture;
Fostering pride in the artistic and cultural accomplishments of the present and past;
Safeguarding the artistic and cultural heritage of the City;
Cultivating the aesthetic, artistic, and cultural appeal of the City of Rochester to residents, businesses, artists, visitors, shoppers, and other interested parties; and
Increasing community and economic development, including tourism, through promotion of the creative economy.
Rochester is home to theater groups, art galleries, craft gallery and dance instruction studios that are located throughout the City offering children and adults the opportunity to learn and enjoy several forms of dance including ballet, jazz, tap and more. Art Esprit is located in Rochester, a non-profit organization of visual and literary artists. Rochester Museum of Fine Arts is a non-profit volunteer-based effort serving Rochester and the surrounding areas by preserving, collecting and fostering the understanding of works of art.
The permanent collection has been entirely donated and includes outstanding examples of contemporary works made by artists from around the world. This wide range of art, featuring over 150 pieces, encompasses a variety of media including painting, sculpture, photography, and works on paper. The collection is exhibited in three nearby libraries and the Rochester City Hall. The borrowed collection is displayed at their downtown gallery located at the Jenny~Wren Gallery.
